विश्व की तीन महŸवपूर्ण घटनाओं समाजवादी क्रा ंति, समाजवाद का
विस्तार एवं दैतान्त के उदय के कारण यह कहा जाने लगा कि न्याय व
लोकता ंत्रिक आदर्शा ें के आधार पर आर्थि क सम्बन्धों का निर्धारण किया जाना
चाहिए। इसी क्रम में अन्तर्रा ष्ट्रीय राजनीति में एक नयी अवधारणा ‘नवीन
अन्तर्रा ष्ट्रीय अर्थ व्यवस्था‘ का उदय ह ुआ। महायुद्ध के बाद अन्तर्रा ष्ट्रीय
अर्थव्यवस्था स्थापित करने का सर्व प ्रथम प्रयास बे्रटनवुड् स में किया गया था।
ब ्रेटनवुड्स की ‘आर्थि क व्यवस्था’ अमरीका की ही एक योजना थी जिसे अन्य
प ्रमुख औद्योगिक देशों ने समर्थ न दिया। इनका उद्देश्य इस अन्तर्रा ष्ट्रीय
अर्थव्यवस्था के माध्यम से अपनी हित साधना था न कि व ैश्विक हितों की
साधना करना। एक तरह से धनी देशा ें द्वारा स्वयं के लिए तैयार की गयी यह
अर्थव्यवस्था अमीर और गरीब देशों के बीच असमानता एवं निर्भरता के सम्बन्धा ें
का े संस्थागत रूप में जारी रखने के हिसाब से तैयार की गयी थी जिसके
मुख्य आ ैजार विश्व ब ैंक व अन्तर्रा ष्ट्रीय मुद्रा कोष रहे। इसी कारण विकासशील
देश व ैकल्पिक अर्थव्यवस्था के निर्मा ण की बात कहने लगे थ े एवं एक नवीन
अन्तर्रा ष्ट्रीय अर्थ व्यवस्था का े स्थापित करने की सा ेचने लगे।

         Due to occurrence of three important incidents i.e. socialist revolution, its expansion and Detante. It was assumed that justice and democratic ideals were the foundation for deciding factors of economic relations. Consequently an inception of a new concept NIEO took place in international politics. After World War –II first attempt to establish international economy was made at Brattenwoods. The economic system of Brattenwoods was a planning of USA, supported by prominent industrial countries of the world. The aim of developed countries through the platform of international economic order was to meet selfish ends instead of serving global interests. Through this medium the developed countries tried to widen the disparities between developed and developing countries , in order to promote future dependency of developing countries on developed nations. Prominent instruments to meet this motive of developed countries was the World bank and IMF. Due to this reason the developing countries started looking for alternative economy and establishment of NIEO.
