Abstract

 मौर्य कालीन प ्रशासनिक व्यवस्था में जिस आदर्श  की पराकाष्ठा को
स्थापित किया वह प्राचीन भारतीय इतिहास की अनूठी उपलब्धि रही ह ै संप ूर्ण
आर्या वर्त में अपने वर्चस्व का परचम लहराकर विखण्डित भारत का े अखण्डित
स्वरुप प्रदान किया। विजित प्रदेशों के साथ-साथ साम्राज्य के सभी क्षे़त्रा ें पर
नियंत्रण स्थापित करने के लिए एक सशक्त प ्रशासन तंत्र की स्थापना की
जिसका श्रेय महान विद्वान का ैटिल्य को ह ै। प्रशासन की सभी इकाईयां चाह े
प ्रांत, नगर, या ग्राम सभी पर सम्राट का सीधा नियंत्रण था। सत्ता का
केन्द्रीकरण हा े गया था। राजा का े असीमित अधिकारों की प ्राप्ति हा े गयी थी।
जिससे हम सैधान्तिक रुप से राजा को निरंकुश मान सकते ह ै परन्तु कौटिल्य
ने जिस प ्रकार के कर्तव्या ें के निर्वहन की प ्रतिबद्धता सम्राट के लिए निश्चित
किया था वह राजा के व्यवहारिक निरंकुशता का े निषिद्ध करता ह ै।
राजस्व व्यवस्था का बह ुत ही उत्तम उदाहरण मौर्या ें ने प ्रस्तुत किया
ह ै। भूमि कर उपज का 1/6 भाग लिया जाता था। राजस्व संग्रह को बड ़ी ही
कुशलता के साथ समायोजित किया गया था। जिससे प ्रजा का े कर देने म ें
किसी भी प ्रकार की समस्या न हो मौर्या े की प्रशासनिक व्यवस्था का अनुकरण
परवर्ती शासका े ने भी किया और आधुनिक युग में भी इस प्रशासनिक व्यवस्था
के लक्षण परिलच्छित होते ह ै। वस्तुतः यह एक महान ऐतिहासिक उपलब्धी रही
ह ै।

The ideal that he established in the Mauryan era of administrative system has been a unique achievement of ancient Indian history, and by waving the glory of his supremacy throughout the Aryavarta, he gave a fragmented form to a divided India. To establish control over the conquered territories as well as all the territories of the empire, he established a strong governance system, owing to the great scholar Kautilya. The emperor had direct control over all units of administration, whether province, city, or village. Centralization of power was done. The king had got unlimited rights. From which we can theoretically consider the king as autocratic, but the kind of duties Kautilya had committed to the emperor, prohibits the monarch's practical autocracy. The Mauryas have presented a very good example of revenue system. 1/6 of the land tax yield was taken. Revenue collection was adjusted with great efficiency. So that there is no problem in paying taxes to the people, the administrative system of Mauryo was followed by the later rulers and even in the modern era, the characteristics of this administrative system are reflected. In fact, it has been a great historical achievement.
