                                                     Abstract

 मानव एक महत्त्वपूर्ण संसाधन ह ै क्या ेंकि चिन्तन करना मानव का एक
विशेष गुण ह ै। अपने इसी गुण के कारण मानव प्रकृति द्वारा दिये गय े समस्त
संसाधनों का उपया ेग करता ह ै तथा इन संसाधनों से ही मनुष्य अपनी
आवश्यकताओं की पूर्ति करता ह ै। संसाधन आ ैर मानव पारस्परिक रूप से
संब ंधित होते ह ै। जिसमें मानव महत्त्वपूर्ण  हा ेता है क्योंकि मानव अपने विवेकप ूर्ण
कार्यों द्वारा नई सृष्टि का निर्माण करता ह ै। जिसको मानव सभ्यता कहा जाता
ह ै। मानव की पारस्परिक व मानसिक क्षमता ही किसी देश, राज्य, समाज और
परिवार को विकसित श्रेणी में खड ़ा करने में सक्षम हा ेती ह ै। लेकिन जिन देशा ें
में मानव की उपेक्षा की जाती ह ै या निया ेजित ढंग से उनका उपया ेग नही ं
किया जाता तो प ूर्ण मानव संसाधन हा ेने के बाबजूद भी विकसित नहीं हो पाता
इसलिए ही मानव संसाधन वह अवधारणा ह ै जो कि जनस ंख्या का े अर्थ व्यवस्था
पर उसके दायित्व से अधिक परिसम्पत्ति के रूप में प्रदर्शित करती है। शिक्षा,
प्रशिक्षण एवं चिकित्सा जैसी आधारभूत सेवाआ ें आदि में निवेश के
परिणामस्वरूप जनस ंख्या मानव संसाधन में बदल जाती ह ै। अर्थात् किसी भी
देश का आर्थिक, भा ैगोलिक विकास प्राकृतिक संसाधनों एव ं जनस ंख्या के
आकार उसकी बनावट एव ं कार्य क्षमता पर निर्भर करता ह ै। अतः किसी भी
राष्ट्र के लिए उसकी जनसंख्या का पूर्ण सहया ेग ही उसका े संसाधन की
अवधारणा के अन्तर्गत लाता है। मानव संसाधन विकास की मुख्य विधियों के
द्वारा उन कुशलताओं आ ैर क्षमताओं के बारे म ें जाना जा सकता ह ै जो कि
उच्च स्तर के परिणाम प्रदान करते ह ै। इन सब बिन्दुओं से स्पष्ट होता ह ै कि
मानव संसाधन ही एक ऐसा कारक ह ै जा े कि किसी का े किसी विकसित श्रेणी
में स्थान दिलाता ह ै।

Human is an important resource because thinking is a special quality of human. Due to its quality, human uses all the resources given by nature and only with these resources does man fulfill his needs. Resources and humans are mutually related. In which human is important because man creates new creation through his judicious actions. Which is called human civilization? The mutual and mental capacity of a human being is able to put a country, state, society and family in the developed category. But in countries where human being is neglected or not used in a planned manner, it cannot develop despite being a full human resource, hence human resource is the concept that allows the population to have more assets than its obligation on the economy as it displays. As a result of investment in basic services like education, training and medical, etc., the population is transformed into human resources. That is, the economic, geographical development of any country depends on the natural resources and size of the population, its design and efficiency. Therefore, for any nation, the full support of its population brings it under the concept of resources. Through the main methods of human resource development, skills and capabilities can be known which provide high level of results. It is clear from all these points that human resource is the only factor that places someone in a develodpe category.
